I had the same problem with czech language pack (dotNetFx40LP_Full_x86_x64cs.exe).

It isnecessary to place thefileinto the proper language directory.

So you must place the file "dotNetFx40LP_Full_x86_x64fr.exe" to directory "c:\Program Files (x86)\Microsoft SDKs\Windows\v7.0A\Bootstrapper\Packages\DotNetFX40\fr" for64 bit windows or to "c:\Program Files\Microsoft SDKs\Windows\v7.0A\Bootstrapper\Packages\DotNetFX40\fr" for32 bit windows.

In my case I placed file "dotNetFx40LP_Full_x86_x64cs.exe" to "c:\Program Files (x86)\Microsoft SDKs\Windows\v7.0A\Bootstrapper\Packages\DotNetFX40\cs".
